## Description
Reduces the frequency of update_presence WebSocket calls from the live
chat widget and fixes agents appearing offline when the dashboard is in
a background tab.

Stale anonymous contact is defined as
- have no identification (email, phone_number, and identifier are NULL)
- have no conversations
- are older than 30 days
